Biography

Stacy A. Smith is a Behavioral Health Policy Analyst at the North Carolina Division of Health Benefits (DHB). She has worked in the field of mental health since 1998, and is a Licensed Clinical Mental Health-Supervisor, a Licensed Clinical Addictions Specialist, and a National Certified Counselor. Over the course of her career, she has worked in both in patient and community mental health settings, for local and state government, as well as a private/non-profit behavioral health provider. Stacy has worked for state government since 2013, first at the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services (DMHDDSAS) from 2013-2020, and currently the DHB. During her time at DMHDDSAS, Stacy was the Adult Mental Health Team Lead, and had a lead role in the State’s Transitions to Community Living Initiative (TCLI.) Since transitioning to her role at DHB in November 2020, Stacy has work on implementation of the North Carolina 1115 Substance Use Demonstration Waiver, as well as Medicaid Transformation and the 1915(i) option. She is the lead on two policies that will bring new substance use services into North Carolina for beneficiaries with co-occurring substance use and traumatic brain injury, as well as ASAM level 3.5 for adolescents and adults.

Stacy is a creative collaborator. She enjoys working with diverse groups of stakeholders to identify outside of the box solutions that support individuals with behavioral health issues as they live in the community, obtain employment, go to school, have meaningful relationships, and experience recovery as they define it.
